Look next to the barcode ON THE PACKAGE for a manufacturer's date like "02 / 2024" — a year or more in the past means old stock, which is what pennies. A date in the FUTURE is just a best-by; it means nothing here.
Check the neighbours: dead stock usually arrives a whole shelf at a time, so one old date is a reason to scan what's beside it.
Expect friction: many cashiers won't sell a penny, and it's never guaranteed. Be polite; don't argue.
